A  Birmingham clean air zone was drafted to include highly polluting areas across Birmingham where cars were producing high amounts of nitrogen and air pollution emissions at alarming, illegal levels.

  • Commercial Vehicles registered in the Birmingham clean air zone can apply for an exemption of 1 year, with many commercial vehicles enabled to finance agreements since the Birmingham Clean Air Zone started. 
  • Community and school transport vans and minibuses can apply for an exemption permit if registered as Section 19 or Section 22 for use in Birmingham. This does not apply to those registered either as a private hire vehicle or hackney carriage. 

Additionally, you would not need to pay a charge to enter the Birmingham clean air zone if you’re entitled to a national exemption for any of the following:

  • Any Historic Vehicle
  • Any Ultra Low Emission Vehicle
  • Any Military Vehicle
  • A Disabled Tax Class Vehicle
  • A Disabled Passenger Tax Class Vehicle

Birmingham Clean Air Zone Timings

The Birmingham clean air zone will operate 24 hours a day, 365 days a year.

The charges will be applied daily, effective from 14th June 2021.

A non-compliant vehicle driving in the Birmingham clean air zone one will pay once for the day and then may drive in the area without a limit on that day.

Vehicles that do not meet the emission standards for the Birmingham clean air zone will be required to pay the daily charge.

The Birmingham clean air zone is being monitored with the use of ANPR, recording your number plate if travelled across the A450 middleway (excluding the Middleway itself). 

  • Many warning signs have been installed on key routes to inform drivers of the Birmingham clean air zone on approach. 
  • Signs across key routes in Birmingham will warn highly polluting vehicles.
  • All signs will carry a warning that charges may apply in the Birmigham Clean Air Zone area.

If a vehicle doesn't meet the emission standards, is caught on camera driving in the clean air zone, and does not make a payment by 11:59 pm on the sixth day after the date the vehicle was used in the zone, then a Penalty Charge Notice (PCN) will be sent to the registered keeper of the vehicle.
This will contain details of the alleged contravention together with the details and photographs of the vehicle. Each penalty charge will be £120, reduced to £60 if paid within 14 days.

Refunds for clean air zone charges in Birmingham can only be given under certain circumstances:

  • These include whether the vehicle details were incorrect when entered through the GOV.UK Vehicle Checker.
  • Unless advised otherwise, you should still pay the charge within seven days if you have driven or are planning to drive in the Birmingham clean air zone.
